Understanding VA CCN Eligibility: Free Veteran In-Home Care

The VA Community Care Network is a great option for in-home care for veterans of all ages who qualify. This applies to those with both service-connected and non-service-connected disabilities. Through the VA CCN Program, veterans can choose any credentialed agency that provides in-home care to receive care.
The VA usually assigns veterans between 6 to 20 hours of care per week. In some cases, however, the VA may authorize care for 24 hours a day. The VA bases the number of hours a veteran receives solely on need, not financial standing. The VA reimburses the VA CCN providers directly.
Some veterans can be eligible for both in-home care services through the VA CCN and the Aid and Attendance Pension benefit.
Administrative Eligibility
Administrative eligibility requires that all the following criteria be met:
- Enrollment in the VA Health Care System: The veteran must meet the statutory definition of a “veteran.” They must also meet the statutory definition of “active duty.” They must have served a minimum period of 24 months of continuous active duty, with some exceptions.
- Eligibility for the Veterans Community Care Program (VCCP): Six criteria determine eligibility. The veteran needs to meet only one of the criteria.
- In-Home Care Services Ordered by a VA or VA-Paid Provider: The veteran's social worker orders these services.
Clinical Eligibility
Clinical eligibility requires that one of the following criteria be met:
- The veteran has three or more activities of daily living dependencies.
- The veteran has a significant cognitive impairment.
- The veteran needs homemaker and home health aide services as adjunct care to community hospice services.
- The veteran meets specific criteria involving ADL dependencies, recent nursing facility discharge, age, high use of medical services, clinical depression, or living alone.
If the veteran does not meet any of those criteria, they may still be eligible. The clinical care team at the VA Medical Center determines if in-home care services are needed. They must also document the clinical justification in the electronic medical record.
